Principal Frankie Atwater brings 30 years of experience from both sides of the federal relationship. As Acting Deputy Director at the Illinois Department of Commerce and Economic Opportunity, he administered $700M+ in annual federal and state program funding. As Director of Community Development for Fulton County, Georgia, he reduced federal noncompliance findings by 90% and redesigned the county's entire HUD funding distribution framework. He knows what federal agencies scrutinize. He knows where local governments struggle. And he knows how to close the distance between those two.

Federal Grants and Community Development

Our Story

Why OM Development Group Exists


OM Development Group was founded by Frankie Atwater Sr., MPA, HDFP, with a straightforward premise: small and mid-size governments deserve the same quality of strategic advice that larger jurisdictions take for granted.


The name OM honors Frankie's grandmothers, Ora and Mary, whose influence shaped a career defined by community service. That foundation is still what drives the work.

The firm launched in 2011, briefly paused while Frankie work to restore the DeKalb County, Georgia, DeKalb Chamber of Commerce, and is now active and taking clients.
